hi can any let me no if i can install a ts-panel on the new BlackHole-1-7-3-dm800se-ramiMAHER #ssl84b...and if so how thank u

Yes you can. Transfer the TSpanel ipk to the tmp folder.

Now press the green button then yellow and use the addons manager manual install or install it via telnet with this command.

opkg install -force-overwrite /tmp/enigma2-plugin-extensions-tspanel_6.0_mipsel.ipk
