USB DVB s Higher band problem

I have USB DVB s LME IC orange Make, I am using Progdvb,
When scanning i am not getting any channels above 11700MHZ,Higher band;

The problem may be with 22KHz tone not reaching the LNB, IS any solution to this problem?
