Relook 400s 3.2.1 pal r3784 and emu

ftp both binaries along with capmtserver to /var/emu. chmod 755 all 3.
Note the CCcam versions supported are 1.7.0, 1.71 & 2.0.0.
Put CCcam.cfg in /var/etc
mg_cfg and newcamd.list in /var/keys
You will need a script to start them automatically - put it in /var/scripts. eg
