Issue with TPs 12718 @ 12.5w

On Eutelsat 12 West A @ 12.5w there are multiple TPs with the same number and same pol, 12718. The signal, as indicated on the box, starts at 84%, then jumps to 48% and then to 0. This "cycle" continues every 2 sec. I have tried every LNB in the shed, including HQ invacom. No matter what, i cannot get a stable signal.

A few notes,
12718 uses fec 5/6, but if i enter that in my chnl editor, the signal is completely gone, i use 1/2.
I can get a stable signal on all other TPs.
I can search and get epg, but no A/V signal on 12718

As far as I know, you can't receive this transponder with a conventional receiver - it's a multistream transponder and needs something like a TBS6925 PC card to receive it so I'd not worry too much about the signal variation.
