IF Its a M3u file link just copy it [ CTRL & C ]
Then paste it in Simple Client PVR in Kodi [ CTRL & V ]
Kodi is android software and intended for Android devices
not microsoft but it may be possible to install a Web Browser Addon , i know for Fire sticks can use ES Explore tool which is basically a web browser in itself .
