Nero very probably was innocent at that point. Just watched a new documentary about him on tv last month.
The movie "Quo vadis" with Peter Ustinov as Nero is nice, but not true.
Nero wasn´t such a bad artist / singer, not insane and not such a monster. Nero certainly could act cruel like most caesars, but less than e.g. the ceasars Tiberius and Caligula did. He was a better statesman and leader than told by most historians.
History was written down and told by those who survived the "removed" Nero. Those writing about him, had no interest in making Nero look good.
Nero burnt christians, - he really did, - but not because of their religion. He burnt them and others, because they were accused to have set the fire to Rome. Burning fire raisers was a usual punishment for everybody - not only christians - in ancient Rome.
The myth about Nero burning and prosecuting especially only christians was kept alive by the church. Thus they could better maintain that St. Peter was crucified (head down) in Rome and that his bones are buried below St. Peter´s cathedral.
Todays researchers have no proof that St. Peter ever was in Rome. (It´s not impossible, - maybe he was, - but there is no proof, though.) The bones below St. Peter cathedral belong to somebody, ... nobody really knows to whom. These bones justify, why the pope resides in Rome.
