No it likely still very likely fail to lock still with 1.1M DISH , i struggle to lock on my 1.2M CM offset dish
, But on my 2m dish i have 11db signal but those feeds Racing Tv and Sky Sport Racing are not 24/7 Feeds
only active for some hrs during the day and signal is left again quickly .
i dont believe there was even any Racing feeds today i did not see any myself .

If you want to be absolutely sure go for a 1.5m dish. Perhaps a 2nd user 1.5m Gibertini dish if you can find one?
I am in Surrey, not that far from you and lock this feed all the time when it is active with a 1.5m dish.

EBSPro blind scanning software reports frequencies to decimal places as will a spectrum analyser.

Alternative sources of frequencies in decimal places could be the satellite downlink specification documentation or personal knowledge gained from analysis of a satellites downlink characteristics over a period of time. I think forum member @campag5242 is clued up on this type of stuff, I would take it as read that the decimal places he provided for the frequencies are correct.

There might be receivers that do it and other sources of the info?

The point to remember about frequency values is that they are linked to the accuracy of the L.O. of the LNB(F).
Unless the LNB(F) in use has been calibrated against a reference LNB the frequency values can be considerd to be reasonably accurate approximations.
