Colombia formalizes its DVB adoption

The Colombian National TV Commission Broad of Directors passed the agreement project - released some days ago - by means of which the standard DVB is chosen for DTT. Therefore, the entity formalizes its standard choice after the State Council of such country decided to stop the digital TV implementation given irregularities found in its adoption.

Colombia chose DVB in 2008 over the course of a board meeting at the aforementioned agency. However, the State Council determined that the entity sis not comply with the required procedure for its formalization; so at the beginning of December, the temporary suspension of DTT implementation was decided. To such ends, the High Court accepted a nullity request submitted by the lawyer Juan Carlos Gómez, by means of which he claimed that the National TV Commission should have adopted the European standard through agreement rather than a ruling issued by the board of Directors.

After such suspension, the Commission started all relevant legal procedures and published the agreement project thus enabling citizens to submit observations. According to what has been disclosed in its web page, "After complying with the procedure set forth by Act 182/95", the Board of Directors passed the agreement over the course of a board meeting held on December 21st. The document foresees the possibility of bringing the analog blackout scheduled for 2019 forward. Moreover, it is established "the obligation of free-to-air licenses to render at no cost and simultaneously their content offers broadcasted under the analog system", and the rights of the Commission to grant mobile TV licenses.

Colombia and Uruguay are the only two South American countries that chose the European standard, though Uruguay might turn to ISDB-T before year end.
