Going by the description,does not look like is mandatory,giving providers the option to not upgrade.
They are rushing on a deadline,but at the same time providers might not rush into it right away.
Let's see what's the trend.

I wouldn't say its the end of motorised dishes personally. No doubt it's a huge shame but there's still so many FTA gems to be found on channels.

In addition to the decoder, you'll need valid rights. Only entitled receivers will receive the emms containing the needed session key SK, which in turn is used to decrypt the cycling ecm's session words SW.

What if I buy for example one of those 5000$ decoders ? Will I be still able to watch like right now ? Or I need to pay some kind of subscription to ebu ?

No, these decoders must be registered in the EBU base (by serial number) and this is only accessible to official broadcasters.

I'm thinking about which provider will apply this new encryption assuming major events are already a yes :)
What about providers UK based now? It can make a difference

That TP is the EBU's weekly (every Monday) free of charge test feed for BISS2-CA, planned to run all year. It's the SR14400 currently live which are UCL (judging from their idents).
