correct format of bulsat keys

I am trying to open up Bulsat 39E on DM500S running OpenPli with patched mgcamd but get this error message

I test that codes on my DB800HD unsuccessfully could you please help where I`m wrong.
I have installed both mgcamd 1.35a and 1.38
