First download reshacker :

1)Open resHacker.
2)open C:\WINDOWS\system32\logonui.exe (note:get backup for this file in a safe place!)
3)Double click on Bitmap100 and right click on 1033.
4)selest Replace Resource… Open file with new bitmap… open a bitmap file and click Replace.
5)Click fileSave as.. save with this name:logonui.exe
6)Replace this file with Original logonui.exe in C:\WINDOWS\system32\
7)Restart your computer and have fun!
