Your receiver has arm chip.

You have tryed to install the mips cccam in your arm receiver, this is why it does not work.

Use oscam instead.

Are these files even compressed in winrar?

If I want to open a winrar file here via winrar or winzip it's not possible and I get error messages.
If I just double click on the winrar file it will open and I can move the content.
There is clearly something wrong with packing those winrar files here.

On other websites I have no problems

If you want ipk unpack you can use 7zip.
