My opinion is that it might be just testing and not something permanent, usually when there is something like that there is
announcement from Eutelsat that ... i.e. Vivacom starts from 13 east etc ... there is not such a thing i have not seen it until now.

Why did Eutelsat S.A company activate these frequencies...?
Eutelsat is the hero of this story, they have the answer. I guess they have plans to start the service on a new beam with coverage over Balkans and currently are testing uplink and transponders.

Can confirm, no reception in Burgas, Bulgaria. The rest of 13E is fine averaging 14-15dB. I think it's testing beam limiting and specificaly blocking out the balkans.

On all five transponders is signal 16.8 - 17.0 db , 99 %
I don't understand why you can't receive the signals , example in Romania or Bulgaria ?
These transponders are on Hot Bird 13 G. Both satellites ( 13 F , 13 G) has the same footprint.
My dish is Gibertini 85

In recent days, new transmitters have been activated in the Eutelsat satellite system of the Hotbird fleet with the offer of the Bulgarian pay TV service Vivacom. The fact is that these are technical tests.

Satellite operator Eutelsat is very keen to acquire a new customer at 13°E, namely the Bulgarian service Vivacom from operator United Group. But so far, despite launching on the Hotbird platform, the contract report has not been mentioned by the parties. However, it is not yet clear whether the platform will play here in the future. Because the Vivacom platform currently offers its services to customers on the Intelsat 38 satellite located at 45 degrees east.

On the other hand, United Group also owns another Bulgarian pay TV channel - Bulsatcom, which broadcasts via satellite Hellas Sat 3 at 39°E. According to unofficial information, Vivacom plans to move the receiving antenna for customers from 45 degrees east to 39 degrees east.

Because there is a reason for choosing the 39°E position: the Hellas Sat 3 satellite signal reaches ERP values of around 54 dBW depending on the location in Bulgaria, while the Hot Bird 13G satellite signal is weaker and only around 50 to 49 dBW has it. In addition, in combination with the existing FEC 5/6, viewers will need larger satellite dishes, which will likely change the FEC parameter and thus reduce the overall capacity to broadcast programs. Therefore, based on the evaluation of the orbital situation, Vivacom is conducting technical tests.

In addition to the unification of the orbital position for Bulgarian pay TV, the Bulcrypt access system used by the Bulsatcom platform is also being dismantled. The reason for disconnecting CA Bulcrypt and changing the receiving device for TV viewers is to increase security against unauthorized reception.

It is worth noting that United Group also owns the Greek pay TV platform Nova (13°E) as well as Total TV in (16°E).

You are wrong, in the north-western part of the country the signal is strong even with a 1.10m antenna.

Yes, finally!
In Istanbul 99% signal on all 5 frequencies (17-18 dB)
Someone probably forgot to press a button at the beginning - never saw a new beam adjusting in 5 days :)

This is nice to read. However, it was about initial adjustment and routing by Eutelsat, and maybe they read what we are writing, so they fixed it.

Good signal for these new TPs on north-west of Spain (I have a Digibit R1; the numbers are not comparable... but good signal, anyway; 90 cm of satellite dish).

Now, NOT signal at all for these TPs from north-west of Spain.

This means a antenna repointing was performed today by Eutelsat on 13E for their customer United Group. I believe the test with the current coverage will continue couple of weeks. What decision they take after this and do they leave Vivacom on 13E is not clear for me.

This afternoon a 2dB signal improvement on Bulgarian muxes with a 1.10m dish in my area.
